God damn it.
That comment seemed funny to me too… I think it makes sense in the context of his resignation. They were fighting over an anti-terror bill.
In Fifty Degrees Below (Kim Stanley Robinson), a series of climate disasters form the setting for the story. The unnamed fictional US president refers to them as “acts of climactic terrorism,” and I think he even declares a war on climate change.
