I&#039;m not sure the effect of ESL class funding on government sponsored adult education.  What you say is likely that given limited government budgets.  That said, a large immigration population in a particular town or city represents a large source of tax revenue (especially if they&#039;re legal).  These taxes can go to pay for additional classes (and other services).  Also, if there&#039;s demand for courses, there&#039;s nothing stopping private companies from providing these services, too.</description>

You are trying to argue that immigration particularly illegal does not contribute. 

I don&#039;t think you are really taking into account how negative the existing situation is. 
Try wandering through a northern industrial ghetto, like those I grew up next o. There used
to be jobs, now there aren&#039;t. Black male unemployment has increased. 

My observation is that black males in the lower tiers of the workforce have suffered a lot from competition from illegals. They don&#039;t &#039;move&#039;. They become unemployed. 

Many of the jobs the illegals so eagerly do - janitor, gardener, in my youth were done by black men.</description>
